County Board Meeting November 2

The November 2 Douglas County Board of Commissioners meeting began with Facilities Director Rodney Naab requesting approval to move ahead with modernization of the elevator at the Administration Building located at 821 Cedar Street.

He told commissioners the modernization would increase durability, improve life safety, and reduce operational costs in the future. The cost will be $53,661.20 which will come out of contingency funds.

Commissioners approved modernizing the elevator.

Library

Library Director Dawn Dailey asked for and was granted permission to fill a part time position in the library.

Social Services

Laurie Bonds, Community Human Services Director, asked for and was granted permission to enter into a number of contracts:

  • Lakes Country Service Cooperative
  • REM Central Lakes – Semi Independent Living Services
  • Thrive dba Milestones
  • Vikingland CSP
  • West Central Community Action – PLUS Kids
  • West Central Counseling

Land and Resource Management

Director Dave Rush asked the board to approve a Conditional Use Permit so the county can begin work on Pilgrim Point Park. Rush reiterated for the board that the Planning Advisory Commission recommended approval of the permit for the county park at its regular meeting on October 26. That meeting included a public hearing where people, especially those living nearby, were provided an opportunity to speak about the park. Rush said a number of people attended and expressed concerns about the hours of operation, trash pick up, and set back issues on the road leading to the park that now belongs to the county.   

The park permit was approved with seven conditions including:

  • Only facilities included in the Pilgrim Point Park Master plan are allowed
  • Wastewater generating facilities must connect to central sewer
  • The park shall not open before sunrise and close no later than 10 p.m.
  • Lighting must meet specific standards
  • Parking will accommodate no more than 100 parked vehicles, 75 of which must be on an area with class 5 or better driving surfaces
  • Trash receptacles will be emptied at least weekly
  • Special events or gatherings of 250 or more persons over age 5 must be permitted through a process to be established by the Douglas County Board.

 

The board approved the conditional use permit for Pilgrim Point Park.

The board also signed a resolution to adopt and implement the Sauk River Comprehensive Watershed Management Plan. This plan shall serve as a substitute for the Douglas County local water management plan as per Minnesota Statutes Chapter 103B for areas of the county within the Sauk River watershed for the duration of the state approved plan.

Public Works

Public Works Director Tim Erickson asked to fill a second engineering technician position. He also asked commissioners to sign a resolution accepting a $200.00 donation from Voyageur Industries for Chippewa County Park.

Tom Anderson, Douglas County Drainage and Ag Inspector, worked with commissioners on several ditch issues including setting hearing dates for JCD #2 The hearing is expected to be held November 30.

Emergency Management

Director Julie Anderson presented an updated Emergency Operations Plan for signature by chairman Jerry Rapp. The plan includes updated contact information for the Salvation Army and Red Cross along with newly Red Cross-certified shelters in Douglas County. The plan also adds a second contact for the Runestone Community Center, updated mayor responsibilities and updated public information officer responsibilities during a search and rescue.

Anderson also requested the Douglas County Emergency Management Task Force meet to set a schedule for exercises in 2022.

Auditor/Treasurer

Auditor Treasurer Vicki Doehling requested signature on a resolution for a gambling permit for the Lake Oscar Association. It will conduct a raffle January 8 during its fishing contest.

Board of Commissioners

Commissioners presented their per diem and mileage requests for approval.
