Douglas County is asking you to provide information
which includes private information under the Minnesota Government Data
Practices Act (MGDPA).
In accordance with the Minnesota Government Data Practices
Act you are hereby informed of your rights as a subject of data.
PURPOSE OF THE DATA
The data you give us about yourself is needed to:
- identify you,
- to enable us to verify that you are the individual
who makes the application,
- to enable us to contact you when additional information
is required,
- to assist in determining your suitability for
the position(s) for which you are applying,
- to schedule interviews and send you notices,
- to enable us to insure your rights to equal opportunity,
- to meet federal and state reporting requirements,
- to make processing more efficient,
- to determine if you meet the minimum age requirements
(if any),
- to conduct the proper investigations if you are
applying for a position,
- to determine whether or not your conviction record
may be a job-related consideration affecting your suitability for the
position you applied for,
- and for other purposes deemed necessary in the
administration of personnel in Douglas County.
Race gender data on the applicant are used in summary
form by the County to monitor protected class employment and to meet federal,
state, and local reporting requirements. Race and gender data may also
be used where under-representation exists.
EFFECTS OF NON-DISCLOSURE
You are not legally required to supply any of the data we ask for on the
application, but if you choose to withhold data other than race, age,
disability, or Social Security Number we cannot consider you for employment.
If you do provide the data, your application will be considered, and if
you are employed, the information you have given us will become part of
your employment record.
CLASSIFICATION AND USE
The information that we collect about you is classified as either Public
or Private data. Public data is available to any one who asks. Private
data is available only to the person the information pertains to and to
County employees who must see it in the normal course of conducting County
business and as otherwise provided for by law.
Data collected on or in response to this employment
application that is classified as “private” may be shared with:
- County personnel who determine your suitability
and ranking for the position(s) for which you apply
- legal counsel;
- Commissioner of the Department of Employee Relations
(Minn. Stat. Chapter 43A)
- drug-test results may be used in an arbitration
proceeding, an administrative hearing,
- disclosed to the federal government as required
by federal law or federal government contract;
- Substance abuse treatment facility. [Note: drug
test results may not be used as evidence in a criminal action.](Minn.
Stat. 181.954);
- Child support enforcement authorities in this or
another state (Minn. Stat. 256.978);
- If required by a court order, or authorized by
other state or federal law;
- Other organizations at your request
- It may also be shared as required by current or
future laws

The following data which we collect on you as an applicant is public
- Veterans status
- Test scores
- Rank on our eligibility list
- Job History
- Education and training
- Work availability
Your name is considered private until you are certified
as eligible for appointment to a vacancy or considered as a finalist.
